Lands in public ownership are lands of a special category. This is reflected in the fact that the former tribal communities turned into territorial communities and moved from joint use of land to private use. In the lands within the community there were parts of separate large families. In this community, inequality in land ownership arose as a result of privatizations of land use and class division. Nevertheless, the community connection remained. The problem that played a particularly important role in maintaining community ties was the common water use system. The joint use of the irrigation system in the economy and the joint management of the water supply are also the basis for maintaining public relations.
