Резюме:

The article presents a comprehensive study of the personality of the offender committing fraudulent acts. Socio-demographic, intellectual, and psychological parameters of fraudsters are considered in a comparative aspect. The author analyzes the transformation of the "modus operandi" of the modern fraudster under the influence of information technologies. Particular attention is paid to moral and psychological deformations and victimological factors contributing to the commission of crimes under Article 190 of the Criminal Code of the Republic of Kazakhstan.
