Assessing the impact of digital technologies on the effectiveness of human resource management in organizations

The accelerating pace of digitalisation has fundamentally transformed the landscape of human resource management (HRM), compelling organisations to reassess traditional approaches to talent acquisition, performance evaluation, learning and development, and employee engagement. This article examines the multidimensional impact of digital technologies — including artificial intelligence (AI), big data analytics, cloud-based HRM systems, and robotic process automation (RPA) — on the efficiency and effectiveness of personnel management. Drawing on a systematic review of empirical studies published between 2018 and 2024, supplemented by an analysis of secondary data from 215 organisations across diverse industries, the study identifies key mechanisms through which digital tools influence HR outcomes. The findings indicate that organisations that have achieved a high level of HRM digitalisation demonstrate statistically significant improvements in recruitment lead time (–34%), employee retention rates (+18%), and HR administrative costs (–27%) compared to low-digitalisation counterparts. Concurrently, the research highlights critical barriers to digital transformation in HRM, including resistance to change, digital skills gaps, and data governance concerns. The article concludes with an integrative framework for evaluating HRM digitalisation maturity and practical recommendations for managers.
